About Us

The West Virginia Outreach Center for the Deaf and the Blind (WVOCDB) is a comprehensive center providing services and resources that support all deaf/hard of hearing, blind/low vision, and deafblind students for them to be successful throughout their educational career including their transition from high school as they prepare for pursuing their chosen post-secondary goals.

Our focus is improving educational equity for students by providing resources and educational support to local education agencies (LEA) statewide. Through our provision of these resources before their transitioning and helping them build a strong foundation of support/skills, along with partnering with transition agencies, our WV students with sensory loss will be more prepared to close the substantial gaps in education and employment that exist today.

Services & Resources

  • Birth to Five Direct Services to families with children with hearing and/or vision loss

  • K-12 Deaf/Hard of Hearing (DHH), Blind/Low Vision (B/L V), and Interpreter/ASL Support Services to LEA's

  • Lending Library of DHH/B/LV and AEM Resources and Assistive Technology

  • Instructional Resource Center that provides support to individuals with vision loss

WVOCDB Lending Libraries

The WVDE TAC: WV Outreach Center for the Deaf and the Blind is now making it even easier for county teachers and related staff to find the correct materials and resources to support the unique needs of students with vision and/or hearing loss.

We are so excited to be able to share our newest statewide loan libraries that will include teaching tools, resources, and assessments.

Lending Libraries

The Hearing Assistive Technology Loan Library

The Hearing Assistive Technology Loan Library includes the latest assistive technology devices and is managed by our Educational Audiologist. Counties can now request to borrow a device from our state-of-the-art library and speak directly to a knowledgeable professional regarding the device.

The Assessment Loan Library

The Assessment Loan Library was created to support the efforts of WV House Bill 4414 and includes a variety of evaluation tools and resources that can be lent to counties for their trained staff to use with students with hearing loss. This library contains appropriate evaluations for children with hearing loss to assist in assessing the performance areas most vulnerable to challenges due to the access issues.

The Resource Loan Library

The WVDE TAC: WV Outreach Center for the Deaf and the Blind houses a statewide low incidence resource lending library that allows teachers and related staff working with children with vision and hearing loss to borrow specialized educational items and tools to support their student’s learning. Items are available for 60-day trial period at no cost to the county so that they can ensure the item is appropriate for the student.
